Job Description
Summary
Responsibility for the commercial function on a project, if most senior commercial person on site, or supporting the project commercial lead.
Taking full responsibility for the management of commercial activities and working closely with the operational lead to maximise the projects performance. Developing both commercial and operational staff and building relationship with the client, his representatives and the supply chain.
Supporting the wider project objectives including All Ways Safely, Quality All Ways and the wellbeing of the project team.
Key Responsibilities and Accountabilities:
Leading the commercial team or supporting if not most senior commercial person on project, taking responsibility for the project’s commercial functions. Including but not limited to the following: -
Commercial Administration
Ensure systems are setup to effectively file and retrieve information and allow others to do likewise.
o Lead/attend site meetings as required.
o Ensure accurate commercial/project records are maintained and ensure others are completing required records.
o Ensure archiving of records on project completion.
Risk & Opportunity Management
Lead/support the project strategy for the management of risk and opportunity.
o Understand risks associated with the Conditions of Contract and how they are being managed and ensure project compliance.
o Lead/work closely with the wider project team in the identification of new or changing risks and implementing mitigation measures.
o Lead on allocating risks in accordance with the Contract to Subcontractors.
Contract Management
Maximise project returns through excellent project/commercial management and interaction with operational counterpart.
o Establish and ensure compliance with project commercial strategy/ Project Execution Plan.
o Advise the wider project team on contractual requirements/ changes to standard forms.
o Ensure project complies with contractual requirements e.g. Issue of Notice within required timescale.
o Train/brief both operational and commercial staff on contractual requirements
Valuations
Maximise income and cashflow.
o Ensure submission of applications for payment in accordance with contractual timing and requirements.
o Identification, measurement and valuation of additional works.
o Negotiating principle and value of change with Clients team.
o Compilation of Contract Final Account.
o Negotiate the settlement of any disputed items
Managing Sub-contractors
Ensure robust enquiries are issued and analysed, review with the commercial and operational team to select sub-contractors.
o Lead pre-let meetings with sub-contractors.
o Ensure subcontract documentation is completed in compliance with the clients requirements including step-down of main contract amendments.
o Review subcontracts produced by other project commercial staff.
o Management of sub-contract accounts through to completion including valuations, payments, variations, forecast of final accounts, and contractual correspondence.
o Negotiate the settlement of any disputed items.
Cost Control, Reporting & Forecast
o Ensure cost control and forecast of site expenditure to completion.
o Monitoring actual expenditure against forecast.
o Checking site costs and highlighting errors/anomalies.
o Production of project CVR.
o Compiling project forecasts and reporting to senior management.
o Reporting of any issues to senior management to promote a “No Surprise” culture, along with recommended routes to resolution.
Management & Development of Other Staff & Self
o Working closely with other staff members (operational, design etc.) to ensure decisions are made with a sound commercial basis/understanding.
o Work with operational counterpart to improve their commercial understanding and your operational/construction knowledge.
o Performance review staff you have line responsibility for and support their development.
o Support/run commercial toolbox talks/lunch & learn sessions to raise projects commercial knowledge.
o Identify opportunities for improving your knowledge and performance for discussion at your Staff Personal Progress Reviews.
o Implement the principle of All Ways Safely and Quality All Ways.
Location: Midlands, with requirement to frequently between project offices and sites.
